Q: Is this a full Cylinder kit complete with Valves/Piston/Rings/Gaskets/Seals? Thanks

Yes that is correct.

Q: What are the cylinders made of, steel, chrome, etc

They are steel cylinders, no new cylinders are chrome platted.

Q: Is the piston already installed in the barrel, rings gapped, ready to install?

No, they are not. They must be installed by the installer.
